Central Government's Baget 2022-23

◼️👉🏾 Budget 2022-23: Betrayal of People’s Interests.
Date: Tuesday, February 1, 2022

The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

The Finance Minister presented the Budget 2022 in the backdrop of an economic scenario when majority of the people are facing job loss and huge cuts in real income. GDP in the current financial year is estimated to marginally cross the pre pandemic levels. The private consumption expenditure is still short of the pre-pandemic levels and industries are facing low capacity utilisation and rising inventories primarily because of very low demand in the economy. In such a scenario what was needed in the budget was a big push towards job creation and increasing domestic demand. The budget fails patently in addressing these issues. What was required was introducing an urban employment guarantee scheme. On the contrary, it has cut down expenditure by Rs. 25000 crores in MGNREGS and reduced food, fuel and fertilizer subsidies and also in allocations in health and rural development.

The budget has proposed a growth in total expenditure by Rs. 174909 crores from the revised estimates of  2021-22 but as percentage of GDP the total expenditure has come down from 17.8 per cent in 2020-21 to 15.3 per cent in 2022-23 budget estimates.  The growth of revenue receipts has primarily grown as corporates were able to accumulate profits during the pandemic reflected through increased corporation tax realisation and also garnered through GST and hike in petroleum prices from indirect taxes levied upon common people. However the growth of expenditure is far short from the growth of revenue receipts and in real terms is even less than what it was in last year’s revised estimates.

The squeeze on expenditure is not merely in the Central Government expenditure. By squeezing the transfer of resources to states, the state governments are also being forced to do the same. These transfers are to come down from 6.91 per cent of GDP in RE 2021-22 to 6.25 per cent in 2022-23.

Allocations of all major schemes for farmers have seen a budget cut. The allocation for procurement to FCI and under decentralisation procurement scheme has been reduced by about 28 per cent at a time when farmers are struggling for a legally guaranteed MSP. Allocation of funds for fertilizer subsidy has been reduced by 25 per cent.  Under PM-KISAN, 12.5 crore farmer households are supposed to be provided Rs. 6000 each which requires an allocation of Rs. 75000 crores.  However, only Rs. 68000 crores have been allocated. Allocation for the crop insurance scheme has also fallen by about 500 crores.

In all the recent years, government has not spent even the meagre allocation for welfare of children. The revised estimates for expenditure on welfare of children is Rs. 5700 crores less than what was budgeted. Nothing has been done to help children cope with the devastating impact of closure of schools and anganwadis.

Allocation of funds for the welfare of Scheduled Castes and Scheduled Tribes  shows a marginal increase in absolute figures but factoring  inflation it has come down in real terms. Similarly, the renaming of mid-day meal scheme as PM Poshan could not raise the allocation from Rs. 10,234 crores  despite of 35 per cent of children not receiving MDM during the last year. The Finance Minister talked about Narishakti upgrading 2 lakh anganwadis but the allocation is frozen at the revised estimates at Rs 20,000 crores.

Over the last two years, there has been a huge cut in LPG subsidy. Last year, allocation was cut by 60 per cent and another 60 per cent cut has been inflicted in the budget for 2022-23. No new allocation has been budgeted for the unorganised workers who were registered through e-shram portals.

During the last two years of pandemic, the rich have become richer.  According to Oxfam, wealth of India’s richest families reached a record high in 2021.  The top ten percent people in India hold 57 per cent of the income.  Yet, there is no proposal to impose tax on these super profits and use these resources to provide relief to the vast majority of suffering people.

Therefore, the budget 2022-23 has completely failed in identifying the priorities to provide relief for the common people.  It is a betrayal.

The Polit Bureau of the CPI(M) calls upon the people to protest against this anti-people pro-corporate budget demanding direct cash transfer of Rs. 7,500 per month to all families outside the income tax bracket and distribution of free food kits.

Most worse budget.

The Union Finance Minister Nirmala Sitharaman has tried to paint an enchanting picture of a bright India with great skill by moving away from the soil of stupa and on the wings of unreal imagination. But in the end he could not do that. On the contrary, he has no chance to say anything other than marijuana to what he has presented in the conversation with Gonjamil. In the budget he has presented for 2022-23, no one but himself has understood what he is trying to do or mean. Even those sitting in Parliament who were slapping the table have enough doubts as to how much they understood. In fact, if the amount allocated is not enough to properly complete what is announced or expected to be in the budget, then it must be understood that either the false lantern is being blown consciously or there is a deficit as addition-subtraction. As he says 2 lakh Anganwaris will be improved. But the allocation is stuck in the previous twenty thousand crores. Again, the name of Mid Day Meal was changed to PM but the allocation did not increase. However, 35 percent of the children did not get food in this project this year.

It is claimed that the economy is turning around. That is why the government is spending so much. In fact, this year's budget is much less than last year's revised budget. It was 4 lakh 64 thousand 650 crore. This time it has been reduced to 3 lakh 80 thousand 303 crore. Capital expenditure allocation has been demanded but increased from last year. Considering inflation, the actual allocation is much lower. Moreover, a portion of this allocation will be used to meet the debt obligations of the privatized Air India. In spite of pouring privatization, the government's capital investment will actually go into the pockets of private corporates through the back door. In terms of total expenditure, it is seen that the allocation as a part of the total GDP has decreased this time as compared to last time.

Long ago, it was said in a lengthy speech that the income of the farmers will be dou jobled. But the peasants did not believe this hypocrisy. Probably in order to take revenge against the farmers, the allocation for all the projects in the interest of the farmers has been reduced in this year's budget. At a time when agriculture and farmers were in dire need of a guarantee of a viable price for the crop and debt forgiveness, it did not even come close. On the contrary, the allocation for the Prime Minister's Crop Insurance Scheme has been reduced. The amount allotted at the time of launch of PM Kisan project has been reduced by 9 percent. The allocation for rural development was 5.59 percent of GDP before. This time it has decreased to 5.23 percent. Allocations have been reduced for government procurement of crops, reggae projects, crop insurance, food and fertilizer subsidies.

Although the GDP growth rate is expected to drop to 9 percent this year, the actual GDP remains the same as before the Corona epidemic. Purchasing power has decreased as people's income has decreased. As a result there is no demand in the market, production capacity is not being used in industry. Eighty percent of the country's household income has decreased. 23 crore people have fallen below the poverty line anew. In such a situation, it was important to focus on creating employment and increasing the supply of money to the people. This is the main goal of the budget. In fact, the finance minister did not follow that path. By telling weird stories. He wanted to forget the reality by showing illusory dreams. So he wanted to remove the goal post and show the vision of 100 years of independence. Before that, many visions of five years, ten years have been shown. Many cheek-filled projects have been announced. But his success has not been judged by his failure. In fact, no project was successful. Surveys and publication of statistics have also been stopped so that failure is not caught. Now to cover the failure of this project, new project is coming next time to give dust in people's eyes. This year's budget is also unrealistic and full of emptiness. The worst budget.

◼️ SKM's warning on the betrayal on 31st protest day!
Own correspondent: New Delhi: In response to the Modi government's leniency, hundreds of people in the country on Monday rallied the block level to protest against the (M) Ahan Fees program in this language. , Along with northern Indian states like Haryana, Bihar, Rajasthan, South Tamil Nadu, Katik, Prazona, arms are not in this program of the country. SKS Sasara Bharat said in a statement today that the program has been observed in Gulat, Maharashtra, Madhya Pradesh, Chitrashar, Jharkhand, Orissa, West Bengal.

And the memorandum, written to President Ramnath Kobind, who picked up the affidavit from the sub-divisional governor's office, said that all the promises made by the central government in a letter to the united Binam Morcha on December 9 to fulfill the demands of the peasantry were lost. Once mentioned with anger, the farmers' government has been asked to rise. If the government did not do its own thing, Konkara would have been reluctant to go to court. In this poisonous letter to the President, various protest courts have been formed on this day and Prime Minister Moni's puppet has also been burnt. Farmers in different places with farm laborers and other members of their families

After that, the United Kiman Morcha did not support the Modi government with a minimum support (P). They said that the economic survey presented in the parliament on that day was a lie.

The victory against the Modi government, which broke its promise to the farmers, was celebrated with treachery.

This movement is not just about joining the beam front. Opposition groups called for a boycott of the by-elections in protest of the ruling. BJP government in Tripura too. Can't have a different policy here. Jitendra Chowdhury said that there is a crisis of signature to take away human rights. The government is running amok. Government through land action. People have started publishing their cases in the market. The ruling party is able to predict very well that their days are over. The Prime Minister had to know Rajo three times in 10-5 days. The last defense is doing.

Khetmajur Union, Sitihat and various other workers and farmers' Shobhamjur organizations - or participate in this program.

This protest was joined by demonstrations.

In a statement issued here today, SKM said that various farmers' organizations have joined the movement across the state to make BK a complete election in Chittar province.

If the government does not fulfill its promise, the farmers will start a movement again.

‘Revenge’  Against farmers & Betrayal to the people — CPIM Politburo. ◾MSP's allotment is MONREGA allocation cut 25% ◾ 25% subsidy cut in fertilizer ◾Food subsidy reduced by 27% . after & among Covid situation there is cut in health sector also. Indifference about the crisis: Prabhat Patnaik. ◼️ A budget only for corporate inyetest, and betrayal to the people ?! Why does Prabhat Patnaik say that the government is indifference about the scale of the crisis ?!
In fact, for this government, the allocation of MSP is less: 25% of the allocation in REGA, 25% of subsidy in Syria, 25% reduction in food subsidy, 26% reduction in expenditure in health sector but infrastructure must be built in the interest of corporate world! In the words of Sitharaman: "Prime Minister's kinetic energy, inclusive development, productivity growth and investment and investment financing are all four priorities of the government in the 2022-23 budget."
That is, cuts in the social sectors are not among the budget priorities. At the same time, the question of employment is not on the list of priorities (although Modi has reduced the country's workforce to four-fifths, that is, the number of working people has decreased by 20%.
In addition, Sitharaman further announced that "e-passport with embedded chip will be rolled out between 2022-23 and 'digital rupee' will be issued, starting from 2022-23 in favor of RBI." After the auction of 5G spectrum in 2022, the launch of 5G network will start in the year 2022-23. That would be income from virtual digital resources

Five continuous years!
Never happened in 70 years!

Modi destruction of Indian economy.
◼️ Only solution: Massive hikes in public investments to build our much needed infrastructure generating jobs & boosting domestic demand is the only way to kickstart economic recovery.

In other words, if it continues like this, out of 130 crore people, the following 112 to 116 crore (about 85-90%) people will gradually move towards hunger, illiteracy and malnutrition. The top 1% will bloom more. And the middle 8% or 90 million people will be trapped in debt trap to maintain their standard of living and gradually move towards the standard of living of the above 85-90% people.
There is only one solution: united mass resistance; Intensified mass resistance until the religious fascist government at the center and the Trinamuli looter dictatorial government in the state can overthrow.
